Permit Operator Responsibility
Permit operators remain responsible for ensuring that stormwater team members meet the training requirements of the applicable federal, state, or local permit.
State-Specific Requirements
Anyone can take this federal SWPPP training course. However, some states have their own SWPPP or QSP/QSD training courses with additional certification requirements, such as in California, New York, and Washington. In these states, a state-approved course may be required, this applies even if you have already completed a federal CGP-based course.
QSP vs. QSD
A QSD (Qualified SWPPP Developer) is responsible for developing and revising the SWPPP; a QSP (Qualified SWPPP Practitioner) is responsible for implementing and inspecting the plan in the field. This course covers core SWPPP preparation knowledge, particularly the development and documentation work associated with the QSD role, but is a certificate of completion, not California QSD state qualification.
